Zhejiang high-energy chemical enterprises are facing "production restriction and power transfer"

the temperature has continued to rise in recent days, and Zhejiang Province has entered the peak of power load in summer. In July, market analysts pointed out that since July 1, the province has implemented a plan to control the power consumption of high energy consuming and high emission enterprises, and has implemented phased production cuts and power transfers for 1160 enterprises in eight high energy consuming industries, including mining, metallurgy, steel making, chemical industry, chemical fiber, petroleum, textile and paper making, including 198 chemical enterprises. After the implementation of the plan, it is estimated that the energy consumption will be reduced by about 1.5 million tons of standard coal, and the average peak power load will be reduced by more than 1million kW

according to the previous notice issued by the Zhejiang Provincial Commission of economy and information technology, the enterprises with high energy consumption and high emissions that are included in the scope of controlled power consumption will be subject to periodic centralized maintenance, shutdown and power transfer and wrong peak avoiding power consumption during peak hours. The economic operation departments and power supply enterprises in various cities in the province have verified the power consumption control mode and load reduction of enterprises one by one. The provincial economic and Information Technology Commission officially issued the power consumption control plan of "two high-tech enterprises" in stages and batches at the end of June

Zhejiang Provincial Commission of economy and information technology said that all enterprises in chemical raw materials and chemical products manufacturing, chemical fiber manufacturing, petroleum processing and coking and other industries that technically can be continuously and intensively overhauled will stop production for 15 days; For enterprises with multiple production lines and product lines, the production line or product line shall be overhauled in batches and stages, and the power consumption time shall be controlled to 30 days, 45 days and 60 days respectively according to the actual voltage limit load ratio; For continuous production enterprises, the peak power is avoided during peak hours, and the cumulative load reduction is controlled by the voltage reduction equivalent to 20 days of one-time shutdown. For enterprises that fail to comply with the regulations, the punishment of peak power transfer will be implemented for 75 days in the summer

according to the data released by Zhejiang electric power company, the province's total social electricity consumption from January to May was 107.8 billion kwh, an increase of 22.8% year-on-year. During the summer peak period from July 1 to September 13, the power gap of Zhejiang electric power was about 3.6 million KW. To this end, Zhejiang has strengthened the implementation of the differential electricity price policy, canceled the preferential electricity price for high energy consuming enterprises since June, and implemented a punitive electricity price policy for energy intensive products

it is understood that in order to reduce the load of power consumption, sometimes casting structures (cast steel, cast aluminum, etc.) are also adopted. At present, Juhua Group has suspended and limited the production of high energy consumption production lines such as calcium carbide, diaphragm alkali, compound fertilizer and PVC if a large amount of plastic waste is buried underground. In addition, the 24 key chemical enterprises listed in Quzhou's power consumption control plan are choosing to determine the shutdown time for centralized maintenance or the power consumption time (batch) for load reduction control, while accelerating the technological transformation of energy conservation and emission reduction, eliminating backward production capacity, and promoting the transformation and upgrading of enterprises
